Our Founding Fathers understood that they were creating a federal government that was very limited in scope.  Powers not granted were to remain with the states and the people respectively.  Most of the Founding Fathers did not envision the necessity of a Bill of Rights to protect against the federal government. 
But some of the Founding Fathers were rather fearful and insisted upon a Bill of Rights.  This great debate nearly defeated the passage of the Constitution into law.  Every person since this debate took place has benefited from the passage of the Bill of Rights.
