Tainted by the Party Machine –
America suffered a loss with the death of James A. Garfield, while internationalists gained a victory in the elevation of Chester A. Arthur to the Oval Office.  Arthur was deeply entrenched in the party machine.  He was easily led to pursue a course of action that encouraged expenditures requiring huge financial outlays largely supplied by banking cartels.  With assurance to the banking cartels of appointees being placed into governmental position and on industrial boards, the old ship of state was easily glided into international waters.

History textbooks offer little on the Arthur administration.  This booklet presents articles on the spoils system.  Civil service reform was patterned after the English system and created a fourth branch of government that would prove to be nearly impossible to overcome.
