The election of Lincoln sent shock waves across the Union. Unwilling to yield to further demands, the South seceded from the Union and established the Confederate States of America. Lincoln faced a dilemma: failure to act would mean the loss of the Union, while the use of force would greatly expand the federal government and destroy the rights of the states and the balance of power as established by the Founding Fathers.
Acting on his belief that the Union was a creation of the people rather than that of the states, Lincoln took steps to secure the Union. In doing so, he was guilty of usurpation of powers not granted to the federal government and a deliberate violation of constitutional principles.
Because his entire presidency centered on the Civil War, we will never know how we would have reconstructed the Union, but based upon his philosophical beliefs, we can assume that the balance of power would shift upward to the federal level.
