His Philosophy –
As a man thinks, so he acts.  Lincoln, a follower of Henry Clay, was a Whig in philosophical beliefs and practice.  Prior to his election to the presidency, he argued for an expanded role of the federal government in internal improvements and was a supporter of the national bank system.  He followed the mindset of Joseph Story and John Marshall in that the federal government was a creation of the people rather than that of the states.  Thus, he viewed the federal government as sovereign over the states.
